RiverCity Examiner's "Public Servant of the Year" Continues to Give and Give.May 28, 2010 - A member of St. Louis City License Collector Michael McMillan's staff was honored with a treatment facility being dedicated in her name. The Charlotte Merritts Ottley Transitional Women's Center (CMOTWC) was created by the Black Alcohol/Drum Service and Information Center (BASIC) as a unique after care treatment support program exclusively for women.
Ms. Ottley is the Director of Communications for the City License Collector's office. She was celebrated in grand fashion in a dedication hosted by Mr. McMillan and attended by guest, family and friends from across our region as well as from New Orleans, Arkansas, New York, Washington D.C., Miami, Chicago, Oklahoma and Atlanta.
The Charlotte Merritts Ottley Transitional Women's Treatment Center is located at 3028 Locust Avenue in Midtown.
